The FOREHEAD CHAKRA, “the EYE of SHIVA” also called the third eye exists in etheric matter & is an etheric centre of force. The pineal gland has to be functiong before the forehead chakra becomes active to any degree. One of the fundamental rules back of processes is that no man is a magican or a worker in white magic until the 3rd eye is opened or in the process of opening. It is by the means of that eye that the thought form is energised, directed & controlled & the lessor builders are swept into a ny particular line of activity. The 3rd eye is formed by the activity of three factors. First the activity of the ego (Soul) on its own plane. When man is highly evolved & is nearing or threading the path, the indwelling self takes a more complete grasp of its lower vehicle & it descends to a point in the head or brain which is found in the approximate centre of the forehead. This is its lowest contact. When the eye opens fully the throat chakra is vibrating & we have the interplay of force behind the two that produces the eye of shiva produces. It is the instument of wisdom. It is the director of force or energy & thus an instrument of the will or spirit. It is responsive only to that will as controlled by the son aspect , the revealer of the love wisdom nature of Gods & man & it is therefore the sign of the white magician. The third factor of activity is the reflex action of the pineal gland itself. As these three energies begin to contact each other a definite interplay is set up. This triple interplay in time a vortex or centre of force which finds its place in the centre of the forehead & eventually the semblance of an eye looking out between the other two . It is the eye of inner vision & he who opened it can direct & control the energy of matter, see all things in the eternal now & therefore be in touch with causes more than effects and read the akashic records & see clairvoyantly. Therefore its possessor can control builders of lessor degree. The eye of shiva when perfected is blue in color & as our Solar Logos is the blue logos so do his children occultly resemble him; but this color must be interpreted esoterically. A magician when developed, will be colored according to the persons ray. All magician work with three types of energies:
  A. that which is the same as their own ray
 B. that which is complementry to their own type of force
 C.their polar opposite and they work therefore, either along the line of least resistence or through attraction or repulsion. the rules for magic deal with the work of the solar angel, who is in all true magic work of any kind is the active agent.
 From “A TREATISE ON COSMIC FIRE” PAGE 894 This 3rd eye is one of the objects of kundalini vivification, & in the spinal territory there is first the centre at the base of the spine, the home of the sleeping fire. Next we have the triple channel along which the that fire will travel in due course of evolution, & finally we find it at the summit of the column & surmounting all of, that small organ called the pineal gland, which when vivified causes the 3rd eye to open, & the the beauties of the higher, subtler planes to stand revealed.
 From “A TREATISE ON WHITE MAGIC” PAGE 213 The centre between the eyebrows, commonly called the the 3rd eye has a unique & peculiar function.As I have pointed out eleseware, students must not confound the pineal gland with the third eye. They are related but not the same. In “The Secret Dodtrine” They are apparently regarded as the same, & the causual reader can easily confound them, but they are by no means identical. The 3rd eye manifests as a result of the vibratory interaction between the forces of the Soul, working through the pineal gland & the forces of the personality working through the pituitary body. These negative & positive forces interact & when potent enough produce a light in the head. Just as the physical eye came into being in response to the light of the sun so the spiritual eye equally comes into being in response to the light of the spiritual sun. This is the eye of Shiva, for it is only fully utilized in the magical work when the Monadic aspect, the will aspect is controlling. by means of the 3rd eye the soul accomplishes three activities:

 3. It has a destructive aspect & the energy flowing through the 3rd eye can have a disintegrating & destroying effect . It can, through its focussed attention, directed by intelligent will, drive oy physical matter. It is the agent of the soul in purificatory work.
